Bubblegum Crisis Vol. 1–8
These are the primary source, and should be considered a direct prequel. I've also gone with the implication (from some background detail) that the history of the world of BGCrisis diverged from our own in the late 1980's.
Bubblegum Crash! Vol. 1–3
While these volumes are canon, they don't mesh well with Bubblegum Crisis, possibly as a side effect of trying to compress things into too few episodes, changes in the production team, etc. An article—The Bubblegum Crisis/Crash! Connection—looks at this in some depth. Where contradictions remain, Bubblegum Crisis takes precedence.
AD. Police Vol.1–3
Maybe because it's separated from BGCrisis by more than a few years; I just don't get the impression that this represents as much of a course change as BGCrash!. In any case, these have been filed to fit to BGCrisis.
Sailor Moon
There's a lot of variance here in the different implementations. And differing translations create additional wrinkles. All in all though, the variant I compiled to use as background is most similar to the manga version, although bits of some of other variants make an appearance. One item in particular that's gone into the mix is a comment I ran across that noted that the destruction of the Dark Kingdom was intended to be the end of the story. For me, that led to speculation about what might happen if the story did end there for the Inner Warriors, but everything else from later were still around, such as the Outer Warriors, Pharaoh 90.… Also, when I started putting this all together, I initially ran across different translations in how much time is supposed to have passed between the Silver Millennium and Twentieth Century; one had “a thousand years,” while another had “millions.” While I've gone with the original's “millions,” the contrast between the two lead to some ideas which I've added to the mix. The air dates of the anime provide a base reference for when the Sailor Warriors faced the various “monsters of the week.”

Adaptions

The tone of Bubblegum Crisis is serious, while Sailor Moon (the Anime) is generally light and campy (less so in the more recent Pretty Guardian Sailor Moon). In going with BGC's tone, a number of elements from Sailor Moon have to be adapted to fit. For instance, things that trivially exist in isolation in a campy setting (the common comic book convention of stupendous world shaking events having no effect in the next episode) just don't fly. The camp TV series Batman and Tim Burton's Batman make a good example of the changes the different tones require. Think of the Sailor Moon variant in this setting as being based on “Tim Burton's Sailor Moon.”

Actually, you're probably better off not thinking about it.

The Silver Millennium
A prosperous, magic based civilization spread across a portion of the Milky Way. It comprised mostly unified planetary kingdoms (with ruling queens), except for at least Earth, which was divided into roughly a thousand kingdoms (with ruling kings, mostly). The Moon Kingdom was the overall leading kingdom, relating to other Silver Millennium nations in some sort of alliance. Earth during the time of the Silver Millennium formed its own separate alliance, and the relations between its kingdoms resembled those of the planetary kingdoms. The two alliances mostly dealt with each other through the Moon Kingdom and its embassies on Earth. The friction between them was mostly based on cultural differences. Notably, lifespans in the Silver Millennium were close to an order of magnitude greater than lifespans on Earth.
Sailor Moon
In destroying the Dark Kingdom, Sailor Moon granted everyone involved a chance to reincarnate to “a normal life” instead of resetting the world.
Sailor Saturn
Sailor Saturn's power is normally described as being related to life and death, while her Greco-Roman counterpart had dominion over time. And yet, when looking at her powers, they appear based on entropy rather than strictly life/death.
Sailor Pluto
Sailor Saturn's opposite in the life/death and time relation. Sailor Pluto, from a similar perspective, has time-like powers derived from her position as the guardian keeping life and death separate. “The past” from this perspective is the dead past, and is actually a place in the lands of the dead. Opposite of that are “futures unborn” and the living instant exists entirely in the transition between the two. “Dead Scream” is then very literally named, while “Timestop” works by replacing the physical world's time with the timelessness of the world of the dead; “ending” it requires that someone pull the effect back into the world of the dead, which turns into a rather one way trip. All in all though, while Sailor Pluto has less raw power than Sailor Saturn (or many of the other Warriors), she apparently has freedom of movement in far more dimensions than most of the others.
Star Seeds
The mystical cores of all solid objects, whether living or inert. The mystic contact between them implies that planets with life are in some manner aware of the life on their surfaces. A person with a Star Seed that is linked to or part of a planetary Star Seed has the potential to be a Sailor Warrior.
Mau
The planet of origin of Artemis and Luna, it orbits a star in the constellation Lynx that is listed as HD 55575 on Earth's star charts. The natives suspiciously similar to Earth human, and some at least can readily shape-shift into cats.
Coronis
The planet of origin of Phobos and Deimos, it orbits a star in the constellation Corvus that is listed as HD 108799 on Earth's star charts. The natives are also suspiciously similar to Earth humans, and some can readily shape-shift into crows and/or “sprites.”

Timeline

Unknown
Queen Metaria arrives on Earth and corrupts or coöpts Queen Beryl. Queen Beryl conquers the Earth kingdoms and invades the Moon Kingdom. The Moon Kingdom and the Earth kingdoms are totally destroyed, and the other planetary kingdoms in the Solar System are devastated (all sentient life outside a few strongholds are extinct). The Outer Warriors arrive too late, and wake Sailor Saturn. Sailor Saturn unleashes the Silence and wipes out almost all traces of the Silver Millenium. A few high magics—items, sites or (rarely) people— survive the devastation.
1991–2000 CE
The Soviet Union transitions into the Soviet Commonwealth, although the Baltics become completely independent. Delays in the withdrawal of Soviet forces from East Germany stall attempts at German unification.
1991
World Wide Web patented; licensing fees stall adoption. BSD and Linux releases held up in litigation.
1992–1993 CE
The Inner Warriors awaken and fight the Dark Kingdom. Their final battle destroys both forces. Sailor Moon uses the last traces of her power to allow the Sailor Warriors to reincarnate to “normal” lives. While the conflict is kept very low profile, and is heavily covered up by the use of various magics, the government of Japan becomes aware of it and establishes an investigative group (reporting to Naichō).
1993 CE
European Union (officially) formed. Gopher switches to a licensed model and expansion slows to a crawl and the Internet remains fragmented over may specialty services.
1994–1995 CE
The Outer Warriors fight Pharaoh 90. In their final battle, they are assisted by the “Silver Knight,” but are killed when Sailor Saturn unleashes the Silence on Pharaoh 90 inside Sailor Pluto's Timestop.
1995 CE
Last Soviet forces withdraw from East Germany and it becomes neutral much like Austria. Internet commercialized but commercial access limited to a consortium; computer networks remain fragmented outside of academic institutes.
1998 CE
Japanese government agents put in their final report on the strange events of 1992–1995. Everything that didn't make it into the news is classified at the highest levels. The only tangible results—mostly scraps of research done under Professor Tomoe—are passed to a special research team.
Apple Computer goes bankrupt.
2001 CE
First component of the International Space Station launched as a symbol of coöperation between America and the Soviet Commonwealth.
2006 CE
First experimental solar power satellite put into orbit.
2009 CE
An accidental leak of a few bits of information from the group working on Professor Tomoe's research leads to the development of the “Gravity Pulse Generator,” which is the predecessor to the Gravity Gun. As far as the world outside the research group is concerned, the Gravity Pulse Generator is based entirely on empirical principles and has no relation to physics theory or models (other than to point out that the models need work). Worldwide economic recession begins.
2010 CE
First working prototype fusion reactor. The newly formed Genom corporation takes the lead in producing the new reactors to replace the increasingly hard to fuel traditional power plants. Worldwide energy production stagnates.
2012 CE
A reorganization of the UN consolidates the seats of the EU members. International Space Authority established and given control of the International Space Station. Widespread riots and unrest in the world's poor areas.
2020 CE
The first prototype boomer is built by Dr. Stingray and his team at Wiz Labs. America builds the first permanent moonbase in Shackleton Crater.
2022 CE
Wiz Labs burns down. Dr. Stingray killed in the fire.
Triangle moonbase constructed by an international consortium. Even the initial construction dwarfs the base at Shackleton Crater.
2022–2034 CE
The SDPC builds the first Lunar Space Elevator.
2025 CE
The Second Great Kanto Earthquake flattens most of Tokyo and splits the city in half.
2026 CE
The SDPC builds the Genaros Space Station. The Japanese economy begins to recover.
2029 CE
The Hashi Maru departs for Mars with a mission to establish boomer operated research/terraforming facilities. Worldwide energy production reaches 2010 levels.
2030 CE
Mass boomer violence at Genom ex-headquarters stopped by use of a laser satellite.
2031 CE
The Hashi Maru returns to Genaros from Mars.
2032 CE
A USSD laser satellite misfires, destroying Aqua City. The Hashi Maru departs from Genaros for Venus.
2033 CE
A firefight occurs on board the Genaros Space Station ending with the surviving combatants stealing an Orca class shuttle and escaping to Japan. USSD laser satellites hijacked, destroying several Genom towers and almost triggering a World War. Most governments come down extremely hard on Genom and it barely survives.
2034–2046 CE
The SDPC starts experimenting with building a Mars Space Elevator.
2034 CE
Dr. Haynes, one of the last remaining people of the original team that developed boomers at Wiz Labs, is murdered along with most of his current research team. Another person from Dr. Stingray's original team, Dr. Yuri, dies in a shootout in Japan. Boomer units used to assault the fusion reactor that powers much of the Mega-Tokyo metro area.
2035–2036 CE
Simultaneous revolutions in the Soviet Commonwealth and China—“Sino-Soviet Wars”—break up the two nations each into several dozen small countries and ends their involvement in the Polar War. America also drops out of the Polar War after a series of scandals further degrade federal power and the American states fail to reach consensus. Korean War goes hot, briefly, and unification of Korea begins.
2035 CE
The Chinese build and place in orbit a Gravity Gun satellite. The Hashi Maru returns from Venus and arrives at the Sinus Medii Space Dock.
2036 CE
The UN reorganizes in the aftermath of the Sino-Soviet Wars and takes direct control of several formerly national operations. Antarctica placed under direct UN control, which appoints the territory's first governor. The Longyearben Convention settles disputes and sets borders around the Arctic Ocean.
2037 CE
All laser satellites, no matter whose, have UN regulated security interlocks added. Gibraltar Tunnel between Spain and Morocco completed.
2038 CE
Dr. Geary in West Germany, a colleague of the late Dr. Stingray, demonstrates a digital (incomplete) AI as opposed to the neural net intelligence used in boomers.
2039 CE
The Hashi Maru departs on the second Mars expedition. Bering Strait Tunnel between Alaska (USA) and Chukotka (East Russia) completed.
2040 CE
Shackleton Base transferred to ISA control and becomes the provisional capital of the Moon. First Lunar governor sworn in at the UN headquarters in New York City and takes office.
